Cigarette Butts Make Up Half Of Our Litter

The Environment Minister says tackling Ireland's litter problem is more about changing people's hearts and minds than enforcement.

A report by the National Litter Pollution Monitoring System shows pedestrians are the worst litter offenders, with 42% of litter coming from them.

Litter from drivers is the second worst, at 22.4 percent.

Cigarette butts now make up more than half of all our litter.

There's been a slight decrease in the levels of littering, with 59.6 percent of areas described as 'slightly polluted', down 4.3 percent on 2017.

Earlier this year, a survey found legal costs for councils are up to twice the size of court fines for littering.

Environment Minsiter Richard Bruton says it shows enforcement is not the most successful solution to littering: 'In a lot of these sort of behaviours the chances of getting caught are pretty remote and it's hard for local authorities to catch up in terms of enforcement  so I think we do have to look more to people's civic responsibility'.
